Apples & Oranges – How the Small Place Becomes Mighty for the ICF Jury

During our recent briefings for new ICF jurors, one the most frequently asked questions was “how do we measure a big city, such as New Taipei against a small one, such as Mitchell?” Our answer is simple. We use a universal sports analogy to make it clear.

As it is with people so it is with cities and communities. Being small creates an inferiority complex that either leads to a despondent resignation of one’s status, or a powerful will to look at it as an opportunity to overachieve. ICF jurors are tasked with looking at the bigger heavyweights of the Top7 and the smaller overachievers in this year’s group and determining which one has done the most to excel at each of the six criteria.

From Up and Coming to UP!

In 2008 Columbus, Ohio (USA) was named the #1 “up and coming city” in the United States by Forbes magazine. This surprised people. Most people did not know where Columbus was and those who did associated it with poverty, lack of digital inclusion and the flight of its gentrified and middle-classes from its urban center. There was the impression that Columbus, the capitol of the state of Ohio, was rusting away. Bitten by the fangs of a post-industrial collapse, Columbus was a place where, if you were born poor, you had only a 5% chance of getting into the top fifth percentile of wage earners, which nearly guaranteed a long, mainly miserable life. Your relief was hoping that nearby Ohio State University might win its football games. You could at least live a success vicariously. It was ironic. In a state (Ohio) that headquarters America’s national Inventors Hall of Fame, Columbus scored low on Richard Florida’s “creative index” list. Even Columbus’s Smart21 nomination form to ICF pointed to the disappointing ranking (#61) as one of its challenges. In 2008 it promised itself and the world more.

Where Bison & Broadband Roam

The best part of this Intelligent Community “thing” for me is to see the patterns of the new energized community emerging. To do it, you have to learn to connect dots. After all, “Creativity,” as Steve Jobs said, “is just connecting the dots.”

The dots were linked again for me this past weekend in the Oceania galleries of New York’s Metropolitan Museum and in Mitchell, South Dakota. One of the happiest days of my life was nearly 35 years ago when I first became a member of the Metropolitan Museum of Art. It made me feel as if I had totally joined the City of New York. All of it. I now had the privilege of walking into that majestic building on Fifth Avenue and roaming the world as I pleased, as my heart and mind dictated. I could be curious and learn endlessly (my idea of heaven). It was a thrill and, looking back, it was the deliverance of “quality of life” that Manhattan had always promised. This feeling has continued to make all the difference about whether I live here or somewhere else.

Evaluating Top7 Intelligent Communities

One of the elements of the year-long process of bringing forward an annual list of Intelligent Communities is the physical evaluation of each of the Top7 Intelligent Communities. This is an important part of the selection of the Intelligent Community of the Year and is taken very seriously by the evaluators, the Jury and the communities being evaluated. It is important to physically validate each community’s application, make eye to eye contact with the authors of the submission and better understand what they believe makes their city and community work in terms of an Intelligent Community.

The Top7 Intelligent Communities of 2015: The year of “The No Name Cities”

The best thermometer of how the world views the 2015 finalists for the world’s most Intelligent Community of the Year designation is best found in the press coverage. This year the lesson is that dark horses have reached for the top. Forbes noted that the Top7 “are not the cities you think of immediately” as tech powerhouses. The UK’s Independent said as much and concluded by saying that we can learn from them. Noting the population differences the Independent referred to Mitchell, SD (pop 15,000) as the “minnow” of the group. The South Dakota community, in the mind of the press, is swimming upstream in its quest for further glory in Toronto in June when we will announce the 2015 Intelligent Community of the Year.

Top7 Intelligent Communities of 2015 named by Intelligent Community Forum

New York, New York – January 22, 2015 - The Intelligent Community Forum announced the Top7 Intelligent Communities of 2015 earlier today in an online event hosted by Finland’s former Minister of Communications, Suvi Linden. The Top7 list included cities and towns from 5 different nations, three communities from the United States, one from Australia, one from Brazil, one from Canada, and one from Taiwan.

Getting From Smart to Intelligent

On January 22, ICF narrows its 2015 list of 21 really smart communities to a short-list of 7 intelligent ones. Those two words – smart and intelligent – are often confused or often used to mean the same thing. But I think they describe very different realities.

Every Intelligent Community we have seen is a Smart City. That is, it invests in information and communications technology (ICT) to deliver services, monitor operations and rejigger failing systems. That is good news for taxpayers, businesses and institutions.

“The Day Salman Khan Quit His Job…

Education, as practiced for the past millennium, is not particularly productive. Teaching has always been one of those professions, like medicine or music, in which customers vastly prefer quality to productivity. A teacher can effectively teach only so many students … The problem appeared insoluble until 2004, when Salman Khan began tutoring his cousin, Nadia, in math over the Internet….Nadia prospered and soon other relatives and friends sought Khan’s help. So he decided to pre-record tutorials and distribute them on YouTube...The videos turned into a viral hit and attracted enough financial support from donors to let Khan leave the hedge fund. One of his supporters, Microsoft founder Bill Gates, said “It was a good day his wife let him quit his job.” … Today, the Khan Academy has an online library of more than 4,300 videos on elementary and secondary math as well as computer science, biology and other topics...”

Top7 Intelligent Communities of 2014 named by Intelligent Community Forum

Taichung City, Taiwan & New York, New York – January 23, 2014 - The Intelligent Community Forum has announced the 2014 Top7 Intelligent Communities of the Year. The Top7 list includes three from Canada, two from the United States, and two from Taiwan. "This year's Top7 group is unusual in that they represent only three nations. However, they collectively are a canvas that represents our movement. Each made it to the list by demonstrating how they have begun to fuse technology, culture and collaboration for economic sustainability. They have set a new course for other cities to follow. We look forward to welcoming them to New York in June for the selection of the Intelligent Community of the Year," said Lou Zacharilla, Intelligent Community Forum co-founder as he announced the Top7 at a conference hosted in Taichung City, Taiwan, the 2013 Intelligent Community of the Year.
