Intelligent Community Forum’s Smart21 Conference in Taipei is Site of New Agreement Between Binh Duong, Vietnam and Taiwan

Becamex IDC and ITRI sign memorandum of understanding for technical exchanges and joint projects in 5G, open innovation and industry 4.0

(April 24, 2024 – New York City, NY, USA) – At the March 2024 Smart21 Conference hosted by the Intelligent Community Forum (ICF) and Smart City Summit & Expo (SCSE) in Taipei, Becamex, the leading industrial and urban real estate development group in Binh Duong, Vietnam, signed a memorandum of understanding (MOU) with the Industrial Technology Research Institute (ITRI), Taiwan’s world-leading applied technology developer.

Becamex IDC, together with Binh Duong Government, develop Binh Duong Smart City, a Certified Intelligent Community that ICF named as 2023’s Intelligent Community of the Year. It was through ICF that Becamex entered into dialogue with ITRI that led to the signing of the MOU. ITRI is headquartered in Hsinchu City, which ICF named as one of its Top7 Intelligent Communities in 2014, and the organization has supported innovation in most of the 17 Taiwanese cities and counties honored in ICF’s Intelligent Community Awards program.

“ICF offers cities and regions a Community Accelerator Strategy that updates the traditional practices of economic development to meet the demands of this digital century,” said ICF co-founder John Jung, who organized and led a multinational ICF delegation to the Smart21 conference in Taipei. “But relationship-building will always be at the heart of it, and we are excited to work with our colleagues at ITRI and Becamex to foster a productive and collaborative relationship for the benefit of both nations.”

The MOU encourages cooperation in development of industrial technologies, innovation ecosystems and smart cities, as well as R&D management, training and education. It envisions joint projects in such fields as 5G, open innovation and industry 4.0, the exchange of technical information and personnel, and the matching of business partners in the respective nations. Becamex and ITRI will also explore opportunities for cooperation in other areas of mutual interest, such as best practices toward net-zero and sustainable development.

The Smart21 Conference was produced by the Smart City Summit & Expo under license from ICF. One of Asia’s largest technology shows focusing on smart cities, SCSE welcomed delegations from around the world to a week of exhibits, demonstrations, presentations and keynotes.

About the Intelligent Community Forum
Starting in 2000 with a research project comparing cities in various nations, the Intelligent Community Forum (www.intelligentcommunity.org) created a unique, data-driven approach to development that puts citizens first while tapping the enormous economic and social potential of technology. In a world dominated by digital, ICF’s mission is to help communities create innovative and growing economies, inclusive societies and affirming cultures open to the world. We do it for communities large and small, in urban clusters and outlying suburbs and rural places through training, consulting, assessment, certification and award programs. ICF believes that digital connectivity and technology create the opportunity for almost every community to develop a dynamic local economy and the social and cultural strengths that go with it – giving them all a chance to be great places to live, work, learn, grow, raise a family and prepare a path for the next generation.

The Forum sponsors Institutes in North America dedicated to the study of the movement, and national organizations in Canada and Taiwan, both home to many Intelligent Communities. In 2012 ICF was invited to participate at the Nobel Peace Prize conference in Oslo and in 2014, its model and work was recognized by the U.S. Department of Commerce under the Workforce Innovation and Opportunity Act, which, according to the American government, was "aimed at creating a more flexible and responsive system of workforce development to meet the needs of employers looking to fill 21st century jobs.”
