Joost Helms

Joost is the Director of Eindhoven Academy, a Director of the Eindhoven International Project Office (EIPO), an independent consultant and business developer. 

He graduated the Eindhoven University of Technology, gained 10 years of experience as an entrepreneur and has been in politics for 10 years, including 4 years as a vice mayor of the city of Eindhoven. Like no other, he understands the differences in motives, interests and processes of the Triple Helix method of development.

Peter Portheine

Peter is Director of the Eindhoven International Project Office (EIPO), guiding and supporting regions and cities around the world on Triple Helix collaboration, Smart Cities and socio-economic development strategies. He also acts as program director Smart Cities Brainport and served as an elected member of the Provincial Council of North Brabant. 

With EIPO, Peter Portheine is working closely together with Binh Duong province (Vietnam) on implementing Binh Duong’s new socio-economic development strategy as a member of the Binh Duong Triple Helix Advisory Board and the Binh Duong Smart Region Executive Committee.

He has a strong focus on integrated socio-economic development and public- private entrepreneurship, as well as a passion for innovation and technology.

Alexander Schmidt

Alexander is the Founder and CEO of BABLE Smart Cities, leads the Smart Society Academy initiative and is Head of Valorisation in the international Morgenstadt Innovation Network from Fraunhofer Research Society, where he worked for 6 years.

Alexander holds undergraduate degrees in Environmental Engineering and Business Administration from the University of Stuttgart and a Master’s degree in Transport Engineering from Imperial College London. His aim is to facilitate implementations of Smart City projects to benefit cities, companies and citizens.

Tamlyn Shimizu

Tamlyn Shimizu is the Global Partnerships & Communications Lead at BABLE Smart Cities – working to accelerate the change for a better urban life through collaborating more and sharing insights and lessons learned. Within the Smart City sector, she connects ideas, cities, companies, and other organisations, with a particular focus in effective communication.

Creating win-win partnerships with other organisations is a key part of her job and she particularly focuses on building network partnerships across ecosystems. She also hosts the popular Smart in the City – the BABLE podcast and speaks with city leaders from across Europe, facilitates interactive and engaging panels, and engages with key actors to bring life to events across Europe. Her passion areas revolve around accessibility and the intersectionality of sectors, while breaking through traditional siloed governmental working structures.

ICF Announces BABLE and EIPO as its First Two Global Partners, Aiming to Accelerate the Growth of Cities and Regions by Seizing the Benefits of the Digital Economy

(Stuttgart, Germany) – Three organizations announced a partnership agreement aimed at fostering smart city innovation and collaboration in key territories around the world during a conference last week in Stuttgart, Germany.

The Intelligent Community Forum (ICF), the Eindhoven International Project Office (EIPO) and BABLE, the facilitators of Smart Cities in Europe, signed the partnership agreement during the 20 June Between Smart & Green event, hosted by BABLE Smart Cities, The Municipality of Breda and their EU-funded project, GreenQuays.

Focusing on Europe and selected countries in Asia and Latin America, the agreement joins leading organizations committed to advancing urban planning and economic development through cutting-edge technologies, sustainable practices and collaborative initiatives.

The partnership is the first of its kind and leverages the Intelligent Community Forum’s network of communities and experience as analyst, advisor and educator in digital-age economic and community development to drive transformational change in communities, as well as the specific experience and European and global network of EIPO and BABLE.

On 27 June, 2023, the Intelligent Community Forum, the Eindhoven International Project Office (EIPO) and BABLE announced a World Partnership under which EIPO and BABLE executives would become Strategic Advisors at ICF. With this agreement, these three leading organizations join together with the commitment to advance urban planning and economic development through cutting-edge technologies, sustainable practices and collaborative initiatives.

The partnership is the first of its kind and leverages the Intelligent Community Forum’s network of communities and experience as analyst, advisor and educator in digital-age economic and community development to drive transformational change in communities, as well as the specific experience and European and global network of EIPO and BABLE.

ICF's Strategic Advisors will initially be focusing on Europe and select countries in Asia (Bangladesh, Thailand, Laos, Malaysia, and Vietnam) and South America (Argentina and Chile).
