Khalid Aziz is a seasoned executive currently serving as the Senior Vice President and Managing Director of BrightSites, a transformative business unit within Signify. Prior to his tenure at Signify, Khalid held leadership positions in the telecommunications and ICT industries. During his time at Nokia Services, he led the Global Commercial and Business Digitization portfolio, as well as directed global strategy and business development efforts for the Nokia Services Business Group. Khalid's extensive international experience includes leading Nokia's business in the Middle East and undertaking senior assignments in Finland and the UK. Additionally, he served as Chief Technology Officer at a Middle Eastern-based Private Equity group, driving the expansion of telecommunications services across the Arabian Gulf markets.
Khalid's academic background is as impressive as his professional achievements. He holds an MBA in Finance and Strategy from Oxford University, complemented by a BEng in Electronics and Information Technology from Vaasa University, Finland. Beyond his corporate endeavours, Khalid is deeply committed to mentorship and sustainable investing. Nourhan Bassam, Ph.D.
Founding Director of The Gendered City
Nourhan Bassam is a feminist urbanist and architect with a Ph.D. in Urban Design and Placemaking. She is the founder of The Gendered City, an initiative that began as a book and has grown into an organization dedicated to building gender-equal cities through feminist placemaking and active citizen participation. Nourhan also launched FEM.DES., the world's largest feminist design network, bringing together over 350 experts from more than 35 countries to support and advance gender-equitable urban environments.
The Gendered City collaborates with numerous global partners, including UN-Habitat's HERCITY, and primarily focuses on social justice in the built environment through its parent organization, GamingX. As a research professor, Nourhan mentors Master's students in placemaking and feminist spatialities, guiding the next generation of urban thinkers. Her book, The Gendered City explores the challenges women face in urban spaces and has been sold in over 23 countries around the world. Her upcoming book, Feminist Spatialities, will analyze 50 feminist projects in cities, further expanding the conversation on inclusive urban design."

Alison has been the manager of corporate initiatives for the Regional Municipality of Durham since April, 2019. She is an effective communicator, skilled in partnership development and relationship management. Prior to working at the Durham Region, she was the Manager of Research Partnerships at the University of Ontario Institute of Technology (UOIT), as well as a Research Associate at Sunnybrook Health Sciences Centre and at the National Research Council Canada.

As the visionary leader of YunlinCounty, Magistrate Li-Shan Chang is dedicated to transforming Yunlin into a model of sustainable development and technological innovation. Under her leadership, Yunlin County participated for the first time in the Intelligent Community Award and proudly emerged as one of the Top7 communities in 2024. Currently serving her second term, Li-Shan Chang has held the position of Magistrate for both the 18th and 19th terms. Her career is distinguished by numerous legislative achievements, with a particular emphasis on bolstering local growth, reforming agriculture, and enhancing social welfare. Her initiatives have focused on improving infrastructure, boosting educational opportunities, advocating for green energy, and implementing environmental protections. Michelle Crandall
City Manager, City of Hilliard, Ohio, USA
Michelle Crandall was sworn in as the City of Hilliard’s first City Manager on Jan. 1, 2020. Before joining the City of Hilliard, Crandall had worked for the City of Dublin since 1992, starting as an intern and then management assistant in the City Manager’s office. She subsequently served in various leadership roles, including Director of Administrative Services, Deputy City Manager and Assistant City Manager.
She is a professionally trained facilitator who is actively involved in the International City/County Management Association, Mid-Ohio Regional Planning Commission, and other organizations.
She earned her master’s degree in public administration from The Ohio State University’s School of Public Policy and Management and her bachelor’s degree in political science from Wittenberg University. She also completed the Washington Semester Program at American University and the Executive Leadership Development Program (LEAD) from University of Virginia.

Laurie Guthrie, EcD, BIS
Civic Innovation Strategist / Smart City Project Manager City of Fredericton
As a long-serving employee of the City of Fredericton, Laurie Guthrie has worked primarily in the field of economic development - spearheading various strategic initiatives to cultivate economic growth and earn Fredericton’s brand equity as a ‘Smart City.’
As an economic developer, she steered a consultant and 250 community stakeholders in the development of Fredericton’s economic development strategy - resulting in a five-year secondment to the city’s economic development agency. She facilitated strategy implementation, and led the agency’s rebranding, development of a regional investment attraction strategy and creation of task forces to drive priority sector growth.
In 2018, Laurie returned to the City to project manage Fredericton’s participation in Canada’s Smart Cities Challenge, competing nationally as a top ten finalist among 200 communities. Following the challenge, she identified strategic opportunities; and developed a proactive strategy to support Fredericton’s ongoing ‘smart city’ efforts.
Laurie’s current work includes the co-design of a civic innovation living lab, Boost Fredericton, to strengthen Fredericton’s role as an early adopter of new technologies & edge applications, solve smart city challenges, and drive economic development for the benefit of the municipal corporation and community. Efforts are also focused on furthering Fredericton’s digital evolution as ‘Atlantic Canada’s 5G Centre of Innovation.’ As a first of its kind in New Brunswick, the lab has received national and international attention as a civic innovation best practice through various engagements.

Ming-Yueh Lee, Director of the Department of Planning, is a seasoned expert in public administration and smart city development. With a strong focus on integrating technology into local industries such as agriculture, fishery, and livestock farming, Director Lee is driving Yunlin County toward a future of sustainability and innovation. His expertise lies in using smart technologies and promoting a net-zero emission approach to enhance both urban and rural development, ensuring that Yunlin’s businesses and communities can thrive in harmony with the environment. Director Lee graduated from National Taiwan University with a degree in National Development Studies and has held several prominent positions including Deputy Magistrate of Chiayi County and Director of Yunlin’s Department of Cultural Affairs. He was recognized as one of the “100 MVP Managers” in 2021 by Manager Today Magazine for his contributions to service innovation. Under Director Lee’s leadership, the Department of Planning has become known as the "think tank" of Yunlin County Government. Katy Leggett, GISP
City of Woodstock, Chief Information Officer
Katy is the Chief Information Officer for the City of Woodstock, Georgia, a fast-growing community of 40,000 residents in the Metro Atlanta area. She leads the city’s efforts to use technology in smart, innovative ways that benefit both the government and its citizens.
In 2019, she co-led the creation of the Smart Woodstock Master Plan, a pioneering initiative driven by community input to implement innovative IoT (Internet of Things) solutions. Under her leadership, the City has introduced pre-emptive traffic signals for enhanced public safety, smart LiDAR cameras for road maintenance, and a cutting-edge traffic system to balance pedestrian and vehicle flow in the central business district. These efforts have positioned Woodstock as a leader in smart city development, earning recognition as a Smart21 Community of 2024 by the Intelligent Community Forum (ICF).
Katy has been a key leader in shaping Woodstock’s technology landscape. Known for her clear vision and collaborative approach, she ensures that the city's digital tools and systems meet the needs of both city staff and residents, helping Woodstock grow and thrive in today’s connected world.

Rob McCann
Founder, Clearcable Networks; President, Hamilton Technology Centre
Rob McCann is the founder of Clearcable Networks and the President of the Hamilton Technology Centre. He has been working with advanced broadband service deployments in mid-market and rural cable and telephone systems since 1998. He is responsible for building and maintaining technical, network, and application intelligence. Rob works closely with several carriers, cable systems, municipalities, and network service providers in Canada, the US, and the Caribbean providing them with the technology, integration, and business practices required to effectively operate voice, video, and data services in the changing broadband service provider industry.
Most recently Rob represented Clearcable as an inaugural board member of The Intelligent Community Forum Canada, a member of the Seneca College Communications Advisory Committee, and previously has served as a Director with the Society of Cable Telecommunications Engineers Ontario Chapter, a contributor to the CRTC Interconnection Steering Committee, and a frequent keynote speaker at the Canadian Cable System Alliance, Canadian Independent Telephone Association, and National Cable Telephone Cooperative annual trade shows.
Rob’s active projects include work with ICF recognized Intelligent Communities by chairing the Hamilton Chamber of Commerce Digital Infrastructure Working Group and providing technical insight to Sarnia’s Bluewater Regional Network. He was named the Canadian Independent Telephone Association’s 2016 Supplier of the Year and holds degrees in Mathematics from the University of Waterloo and Economics from McMaster University.
Doug McCollough
CIO, City of Dublin, Ohio, USA
As CIO of the City of Dublin, Ohio, Doug McCollough has worked to connect people to opportunities, and promote change in initiatives ranging from Smart and Connected Cities, IT Workforce Development, expanding broadband access, Connected and Autonomous Vehicles, and Blockchain in Government.

Erol Özgüner
CIO, City of Istanbul, Türkiye
Dr. Naim Erol ÖZGÜNER was born in 1971 in Istanbul. After graduating from Yıldız Technical University Electronics and Communication Engineering, he completed his master's and doctorate studies in the same department and was awarded the title of Doctor. Afterwards, he completed his MBA education at Bilgi University. After working as an assistant in the Department of Electronics and Communication Engineering at Kocaeli University for 4 years and as the Foreign Relations Manager of the university, he started to work as a GSM Cell Planning Engineer at Turkcell Communication Services Company in 2000.
He took part as a senior manager in the projects of establishing and managing all electronic and IT system infrastructures of the GSM networks in Ukraine, Georgia and Belarus, as well as Turkcell Turkey, and most recently he managed the fixed and mobile network operations of Turkcell. Since 2016, he has been working as the General Manager of CF Telekom, which has been working on big data, data analytics, artificial intelligence and machine learning. He speaks English.
He has 1 daughter. As of 24.07.2019, he was appointed as the Head of Information Processing Department of Istanbul Metropolitan Municipality.

Peter Portheine
Director, Eindhoven International Project Office; Strategic Advisor, Intelligent Community Forum
Peter Portheine is director of the Eindhoven International Project Office (EIPO), guiding and supporting regions and cities around the world on Triple Helix collaboration, Smart Cities and socio-economic development strategies. He also acts as program director Smart Cities Brainport and served as an elected member of the Provincial Council of North Brabant.
With EIPO, Peter Portheine is working closely together with Binh Duong province (Vietnam) on implementing Binh Duong’s new socio-economic development strategy as a member of the Binh Duong Triple Helix Advisory Board and the Binh Duong Smart Region Executive Committee.
As an entrepreneur by nature, he has a long experience working and starting new businesses in ICT. Since 2009, he is working for the Eindhoven Brainport Development organization, focusing on programs on Smart Health and Smart Cities. He also is co-founder of the Brainport Health Innovation Network and the Brainport Smart District.
He has a strong focus on integrated socio-economic development and public- private entrepreneurship, as well as a passion for innovation and technology.
Duane Powell
CIO, City of Hilliard, Ohio, USA
Duane Powell has served as Chief Information Officer for the City of Hilliard, Ohio, since 2019. In this role, he leads the Information Technology Department and plays a vital role in leveraging technology to support the City’s economic development initiatives. Powell has managed the development of Hilliard’s 30-mile, $4 million HiFiO project, a carrier-neutral, City-owned fiber optic network that is expanding broadband service provider options for businesses, schools, and residential customers.
Powell also has been instrumental in creating a partnership with Hilliard-based Converge Technologies to develop Hilliard City Lab. This public-private partnership allows the City to support the development and growth of entrepreneurial high-tech companies by providing access to resources such as the City’s smart infrastructure, real-time data analytics, innovation grants, and help in identifying other funding sources. Powell serves as a Regional Commander for the Ohio Cyber Reserve. The OhCR is a volunteer force under the Adjutant General with teams of trained civilians that increases the states response capability in support of the Ohio National Guard cyber forces when activated for State Active Duty.
Powell came to the City of Hilliard with an extensive background in information technology and project management. He held multiple positions with AT&T between 1995 and 2019, including Senior Product Development Engineer with AT&T Labs in Dallas and AT&T Network Operations in New Jersey. He has a master’s degree in Information and Computer Science from Ball State University and bachelor’s degree in business and organizational communication from Otterbein University.

Luisa F. Pinto Rodriguez
Referente de la Misión de Vivienda (Housing Mission Referent), Barcelona Metropolitan Strategic Plan (PEMB)
Luisa F. Pinto Rodriguez is an urban lawyer with a master’s in urban planning and environmental management. She is currently working at the Barcelona Metropolitan Strategic Plan (PEMB), where she leads the implementation and monitoring of the Affordable Housing Mission—one of the eight core missions of the Metropolitan Commitment 2030, a transformative strategy for the Barcelona Metropolitan Region.
With expertise in housing policies, strategic urban planning, and the design of participatory processes, Luisa has contributed to the drafting of Urban and Housing Master Plans at local and regional levels, including in Colombia. Most recently, she was part of the redaction team for the Barcelona Housing Plan 2024-2027 and has provided expert consulting on housing policies for the Navarra Regional Government. Her experience also extends to the private sector, where she has collaborated with trade associations focused on housing policies and the real estate market.
Luisa has been an active participant in the expert group on Housing Rights for the Urban Agenda of Catalonia and has contributed to the participatory design process for the Metropolitan Urban Master Plan of Barcelona (PDU-AMB). Additionally, she is a member of the urban strategists' community at CIDEU, where she collaborates with thought leaders in urban innovation and planning.

Raimundo Rodulfo
Director of Innovation and Technology, Coral Gables, FL, USA
Raimundo Rodulfo started his career 30 years ago in the early 1990s as an electrical engineer in the telecommunications industry. He joined the City of Coral Gables in 2004 and currently serves as Director of Innovation & Technology and Chief Innovation Officer. He leads strategic planning, oversight and management of citywide IT operations, infrastructure and smart city initiatives. Under his leadership, the City has received numerous awards including IEEE Smart Cities Jury Award in 2022, first place in the Digital Cities 2018 for cities of up to 75K population, first place in the U.S. Open Cities Index in 2019 and 2020, Smart 50 Award in Urban Infrastructure in 2020 and 2023, Smart Cities Council Innovation Excellence Award in 2022, Smart21 and Top7 Intelligent Community in 2023, and being recognized as one of the 8 Smart Cities to Watch in 2020 by State Tech Magazine and as one of the 12 finalists worldwide in the Gartner Eye on Innovation Awards for government in 2021.
Prior to joining the City, he spent ten years in the private sector working for various Fortune 500 companies such as Bellsouth, Siemens, and NCR in varying capacities. During this time, he also assisted on technology projects for Motorola and Lucent Technologies in Chicago, and Agilent Technologies in Silicon Valley.
He volunteers as Co-Chair of the National Institute of Standards and Technology (NIST) Global Cities Team Challenge (GCTC) Superclusters, as a member of the World Business Angel Investment Forum (WBAF) Miami Board of Directors and the Cities Today Institute (CTI) Leadership Forum, and as an advisory member of international nonprofit professional committees, academic programs, and engineering standard development organizations. He has been a guest speaker at numerous conferences and events, and has also authored multiple research papers, articles, technical book chapters and other publications in the areas of smart cities, engineering and technology.
Rodulfo has received numerous awards and recognition throughout his career. Most recently, he was named City Executive of the Year in the 2022 LocalSmart Awards, received the Globant Digital Disruptor award and the CyberTrust Pioneer award in 2021, was named to State Tech Magazine's list of 30 State and Local Government IT Influencers Worth a Follow in 2020, and received the Key to the City from the Mayor of Coral Gables.
He holds a Master of Science in Engineering Management and a Graduate Certificate in Enterprise Systems from Florida International University (FIU), and a Bachelor of Science in Electrical and Electronics Engineering from National Polytechnic University (UNEXPO). He is a Licensed Professional Engineer (P.E., Florida and National NCEES Record), a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE) and the Institute of Industrial and Systems Engineers (IISE), a certified Project Management Professional (PMP) and Six Sigma Black Belt (CSSBB), and a certified professional in PCI, HIPAA, Incident Management, Virtualization, SAP, and ITIL.

Alexander Schmidt
Founder & CEO, BABLE Smart Cities
Alexander Schmidt is the founder and CEO of BABLE. His background in management and applied research set him up for a career in developing and implementing business models for new markets and helping to create cutting-edge urban solutions. To do this, he draws on a deep understanding of the goals, processes, and background of industrial, scientific, and governmental institutions. Keen to make a difference in all sectors, Alex uses his expertise in system analysis and partnership moderation to support both the public and private entities seeking to make a positive impact on the world. Formerly with the Fraunhofer Institute for Industrial Engineering, Alex began working on business models for the charging infrastructure of electric vehicles and smart grids. He led several research projects in smart mobility and data use in cities before working as a project manager in the Ambient Mobility Lab, the joint research lab of the Fraunhofer-Gesellschaft and the Massachusetts Institute of Technology. Here, he helped develop mobility services based on Big Data Analytics. Alexander has also served as Interim Director of EIT Urban Mobility and founded the Smart Society Academy, which is now a fully integrated part of the BABLE portfolio. He holds bachelor's degrees in environmental engineering and technically oriented business administration and a master's in transport engineering.

Tamlyn Shimizu
Global Partnerships & Communications Lead, BABLE Smart Cities
Tamlyn Shimizu joins us from BABLE Smart Cities as a communications specialist. Of this, she says: “I'm like a matchmaker, but for ideas and partners. I love connecting people and places with the right resources and networks to ignite progress in urban and regional innovation.” With many strings to her bow, Tamlyn is also a gifted master of ceremonies, facilitator, and podcast host who sparks meaningful conversations and amplifies diverse voices in the smart cities space. These are platforms she uses to bring unique stories to the forefront of the urban frontier. As a passionate explorer, Tamlyn is always seeking out new frontiers and collaborations that align with BABLE's values and goals.
